Rodgers just does not have his touch. He's overthrowing his receivers by inches, but it's just enough for them to not catch it.

it's a free play for the return team up until the returner establishes possession. once possession is established it is a fumble if he fumbles it

Even if he fumbles after gaining possession, it would remain Green Bay's ball where NEw England first touched it

Free that had th3 ball stayed in bounds on that instance...Packers retain the bal where NE touched it. If he established possession, then its at his own risk.

 
Those calls against Browner are tone-setters. It's basically telling both defenses that you aren't gonna get away with holding and grabbing today.

he can muff it, bat it, touch it without establishing possession. if he did any of that without NE touching it, it's a fumble.
