Late in the game Carolina scored a TD which cut the lead to 17-12. After the TD, the Panthers got a 15-yard personal foul penalty that was assessed on the kick off. My question is this: Couldn't Miami have taken the penalty on the conversion attempt?

If they could have it was very stupid not to. Carolina was obviously going to go for 2, and if they were pushed from the 2 yard line to the 17 yard line they almost certainly wouldn't have gotten it. To me 15 yards there is FAR more important than semi-meaningless(by comparison) field position on a kickoff.

To me that decision(assuming its an option, which I know it used to be) was a much worse decision than Belichick going for it on 4th and 2 and yet the announcers made no mention of it at all. Obviously it didn't hurt Miami in the long run(thanks Ricky) but without knowing the outcome it seemed like a decision that was lacking in common sense.

 
Rule 14, Section 1, Article 9:

If the scoring team commits a dead ball foul after a score, the score counts, and the penalty is enforced on the kickoff.
ETA Or Rule 14, Section 5, Supplemental Note 2 (also Rule 3, Section 11, Article 1):
The succeeding spot for a foul after a touchdown and before a whistle for a Try is the next kickoff.

I had the same thought.

Wonder if they made it where it had to be on the kickoff at some point...otherwise yes...a no brainer to tac it on for the extra point/conversion instead.

 
And there you go up there...

My rule question for coaches...why when trying to get some more room (more in college than pro) for a close FG for a better angle...or a team wanting a few more yards to pooch punt...why the delay of game that the opposing team always declines.

Why not instruct someone to jump for the false start that is an auto 5 yards. Can they actually decline the false start (never seen it happen)?

they should change the rule to give the other team a choice of accepting the yards on the PAT or kickoff.
I agree...make the PAT a little more interesting, or make the 2 pt conversion a LOT tougher.With a 15 yd shorter kickoff, the kicker just boots it out of the end zone and the ball's on the 20...every time. Where is the average kickoff returned to? Probably between the 25 and 30. So effectively, as it stands now, the 15 yd kickoff penalty is reduced to 5 - 10 yards.

But in that case, it was a 15 yard longer kick off. I'd think kicking off from the 15, the average starting position is probably closer to the 35 yard line.Another rule question:If there is a penalty on a punt is is often added to the return. Do teams have the option of accepting the penalty and then having the team re-punt, or if you accept the penalty does it have to be marked off from the end of the return?

Huh? You can decline any penalty. There is nothing "automatic" about a false start. The only time I hear the term automatic is for an automatic first down (regardless of yardage).False starts aren't declined often because they occur before the play. In other words, teams can't take the result of the play instead of the false start. It's like the play never happened. And, yardage is usually favorable, so there is seldom reason to decline. Maybe a false start would be less blatant in telegraphing your desire to lose field position. Other than that, I see little difference. Of course, the delay allows you to work the clock as well.
