I was perusing spotrac.com looking up how much cap space the Bills have left and was blown away by how much space some teams still have right now. For instance:
Browns: $56M
Colts: $49M
Niners: $36M
Texans: $29M
I thought the current CBA required teams to spend something like 90 or 95% of the cap each year with the average of all team spending required to hit a certain number as well.
How in the world are teams only at like 65-75% of the cap on the eve of the season start?
