I've asked this before I'm sure, but I don't think I got the answer.
Around this time of the year, when a player like a Chris Chambers go on waivers, teams make claims if they want him. The NFL would eventually reward the team with the worse record, that player. Now I assume it's based on strength of schedule somehow, now and in the off-season. BUT what happens after Week 1? Strength of schedule works then??? Minnesota beats Cleveland 34-20 in Week 1, Philly beats Carolina 38-10 and Seattle beats up St.Louis 28-0, so how would a waiver claim work then after ONE WEEK? St Louis would have first rights????? Carolina would have second dibs? Then Cleveland?????

So after Week 1 there are 16 teams at 1-0 and 16 teams at 0-1 so who has FIRST dibs then?
