A provision in the six-year extension of the collective bargaining agreement between the players' union and the NFL's franchise owners, which was ratified by the owners here Wednesday night, prohibits a team from deactivating a player for disciplinary reasons.
Interesting. So how are they going to enforce this? In the old CBA, every team has to deactivate seven players on their 53-man roster, so unless that changed, how could anyone prevent a coach from deactivating whoever he wants to?

Don't those guys still get paid? Wasn't TO deactivated without pay? Not sure, asking honestly.

I think the coach can deactivate whomever he wants for a game, but when a coach sends someone home for the rest of the season, it's pretty obvious that it's a disiplinary thing. The player would presumably file a grievance, and the team would be penalized in some way (or perhaps the player would be declared a FA).

They first suspended him as allowed according to his contract's behavioral clauses. Such a suspension for a single minor infraction is limited. I believe normally to 4 games but I'm not sure of the details. After the suspension ended, Philly deactivated him for the rest of the season. I'm pretty sure TO got paid while deactivated but not while suspended. Because yes, normally deactiveated players still get paid. Backups are frequently deactivated includeing big names such as Larry Jonnson. Of course this leads to another question. Does a coach still have the right to bench a player for disciplinary reasons? I believe the answer is still yes. So the only motivation of this rule change seems to be to encourage a team to release a player they dont intend to ever play. As carrying him on the active list could potentially hurt a team's chance to win.

if the rules changed, using logic from the old CBA doesn't fly. Wait til the new CBA is out for us to read

 
IIRC, TO was sent home and told not to be around the team. Normally, a deactivated player still has access to practice facilities and is included in team practices and functions. The Eagles felt he would be a distraction(LOL) if allowed to have access to team facilities.

True enough, and that was the one part of the TO appeal that I thought he might win. But a coach can gameplan with whichever 45 players he wants to.Unless the new CBA eliminates deactivation entirely, which is something I've argued in favor of for a while.

He was only docked pay during his 4 game suspension. The rest of the year, he was paid.
