I don't know how to value a CEO. In most organizations, he/she isn't the one evaluting/assembling the talent or signing the checks.
Ryan is a more important figurehead because he's Nolan Ryan but most team CEOs are in the background behind the GM and the principal owners. The Giants changed CEOs between their two WS championships amidst rumors that Bill Neukom was forced out.

Really, I think he was a figurehead. He had way more to do with the in game presentation and tv presentation (Lewin) than the player scouting. He really improved the experience at the ballpark. Basically giving away SRO seats and putting in better concessions and things were a big part of the atmosphere which fueled the 3MM attendance runs. Obviously the on field product helped attendance, but the changes in the ballpark before/after his arrival are/were gigantic.
I think most of the time when he tried to butt into baseball discussions JD and others became more and more annoyed with the guy and wanted him out.
