I'm admittedly a somewhat casual fan, but it seems to me that refs typically err on the side of caution when it comes to awarding penalty kicks. From the handful of minutes I have seen thus far, they're throwing them around like hotcakes. In both situations, swallowing the whistle would have been the right move.

it sounds like spain's were red and fifa said that would clash with orange so spain made white but holland wore blue so there was no orange to clash with....
