Actually, I'm not. It ill take a modification of FLPMA and the way we go about permitting constant delays, but we can do it. And Uranium will be easier than cobalt because it can be mined with injection well technology (though that is very inefficient at recovery). But if you think you can't, then guess what? You can't.
