So..........they..........can't...............turn.
Something along the lines of saving the human race, but to do so they have to cap quite a few people first. Wanna make a cake, gotta break some eggs.
It's as simple as the logic I posted earlier:
Cobalt = Retreat
People Left Behind = Future Zombies
Stay and Kill Zombies <> Retreat
If they want to kill zombies then stay and kill zombies.. But their mission has changed Cobalt = evac.
I agree the overall objective for the military is to stop, contain and eliminate the zombies(virus) even at the cost of real people's lives. Lets look at what we know:
1- Safe Zones approximately 12 small zones inside the greater LA of population 10 milion.
2- The directive in the unsafe zones was to kill everything.
3- The directive in the safe zones was to test, monitor and quarantine to ensure the safe zones are zombie/virus free.
This all makes perfect sense if you are trying to achieve the overall objective for LA. But, then the Colbat order came down so you have to assume the overall objective wasn't being met. If you are under evacuation orders what does the killing of, few hundred maybe, out of the 10 MILLION people zombies accomplish? Especially when you're just going to carpet bomb the area after you leave anyway? For the overall objective it would be a waste of time and effort; that's why they are evacuating.
To me it's just another bad plot device for the writers; the evil military. You want one of the battalions going rouge under a crazy commander given the apocalyptic nature they are in? Sure, but not the entire military, from the top. Humane termination? The writers just want to drive home that the military is killing people. Dumb.
