Constitution:

INTRODUCTION: CDL is made up of 2 divisions with 5 teams in each (10 total teams). Our on-line rookie draft (slow email draft), 5 rounds long, will be held on TBD. All owners will participate in a 13-game regular season. The league schedule will be randomly assigned. Rosters can hold up to 40 active players with a minimum of 30. 2012 entry fee is $100.

ACCOUNTING: League entry fee is $100 for the 2012 season. Winnings will be awarded as followed... division winners (2 teams) $100 apiece, wildcard playoff teams (4 teams) $50 apiece, 1st round playoff winners (2 teams) $50 apiece, 2nd round playoff winners (2 teams) $125 apiece, Super Bowl Champion $250. As you can see, it's possible to win as much as $475 (not including weekly winnings). Weekly winnings are... $1 for each head-to-head win and $1 for being the weekly high points scorer. League entry fee needs to be turned in by January 31st. This assures myself and the rest of the league that you intend on playing the following season. Payments can be sent to my paypal account or my home address, both of which can be found on CDL under my franchise information. Accounting records are kept accurate and up-to-date at all times.

STARTING LINEUPS: Weekly lineups consist of 9 total positions. They are: 1QB, 2RB, 3WR, 1TE, 1Flex (RB, WR, or TE), and 1K. All owners need to have their lineups set before the start of each individual player’s game. Incomplete lineups or not turning in a lineup at all (before the "lineup deadline") will result in a fine of $1-$3. Examples of an incomplete lineup are: starting non-starters, bye week players, deactivated players, or injured players. Do not use the option that MFL gives you to use the previous week's lineup if one is not submitted. This will count against you as having not turned in a lineup and could result in a fine or dismissal from the league. If you have problems accessing the league homepage to turn in your lineup, be sure to contact the Commissioner immediately. Games ending in a tie are ruled as a tie.

PLAYOFFS: CDL's playoffs start on week 14 of the NFL schedule and end with the super bowl on week 16. A total of 6 teams make the playoffs. 2 division winners and 4 wildcard teams with the best overall winning percentage regardless of what division they’re in. There are 3 rounds of playoff action. The 1st round (2 games) matches the 4 wildcard teams against each other with the 2 division winners both receiving byes. The 2nd round (2 games) matches the 2 division winners against the 2 1st round winners. The 3rd round (super bowl) matches the 2 2nd round winners against each other. Be sure to check out the tiebreakers section for a better understanding of how this plays out during the season. The 3rd place game takes place on the same weekend as our super bowl, matching both 2nd round losers against each other.

TRANSACTIONS: All trades require Commissioner approval before being processed. Trades that create an invalid roster will prevent the owner(s) from submitting a lineup until the roster is legal. Owners are not permitted to trade a player back and forth between themselves (during our regular season) until he has played at least 2 games from the time he was originally traded. Unethical trading (collusion) or purposely trying to help another team while hurting your own will result in dismissal from the league. The trading deadline during the regular season is kickoff of week 13 on the NFL schedule. Trades involving future draft picks will only be permitted if you immediately pay the following season's entry fee when the trade is oompleted. Trading will begin again in the off-season on January 1st and will last until the following season's trade deadline. During the regular season, waiver requests can be made from sunday's kickoff through wednesday @ 10PM CST. After that time, free agents are FCFS until kickoff of the first game that week. The system will maintain a season-long rolling waiver order, moving the franchise that acquires a free agent to the bottom of the list. During the off-season and pre-season, free agency is FCFS with dead periods lasting from: 1) 1 week prior to our rookie draft lasting until the draft is over. 2) Kickoff of week 16 on the NFL schedule lasting until January 1st of the new year. Dropped players are temporarily held from FCFS waivers for 48 hrs.

DRAFT: CDL's rookie draft (slow email draft), 5 rounds long, will be held on TBD. The draft will be a straight draft (123, 123, 123, etc). All rookies & free agents in the MFL database are available to be drafted. Owners will have a maximum of 6 hours in which to make a selection. The draft timer will suspend between the hours of 11PM CST and 8AM CST. If the draft timer expires, the MFL system will automatically draft for you based on your "my draft list's" highest ranked available player. Draft order is determined by the previous seasons TPS (total points scored) ending on week 13 of the NFL schedule. The team with the least TPS will be awarded the 1st pick in the draft and so-on. This order will only apply to non-playoff teams. The playoff teams will have a draft order of super bowl champion (10), super bowl runner-up (9), 2nd round loser with the most TPS (8), 2nd round loser with the least TPS (7), 1st round loser with the most TPS (6), and 1st round loser with the least TPS (5).

PRE-SEASON, REGULAR SEASON, & OFF-SEASON: These are the 3 periods of our year in CDL. The pre-season period is from the beginning of the NFL's pre-season until kickoff of week 1 on the NFL schedule. The regular season period is from kickoff of week 1 on the NFL schedule until the end of CDL's super bowl. The off-season period is from the end of CDL's super bowl until the beginning of the NFL's pre-season for the following season.

RULES: Potential rule changes will only go into effect in the off-season. All rule changes will be brought to a league-wide vote. The league must then accomplish a majority vote (6 owners) before any changes are made. Each and every owner in CDL has a voice, and as Commissioner it's my job to make sure that voice is heard. Final say on all matters within the league, including but not limited to rule changes, are subject to Commissioner approval.

CDL CREED: While participating in CDL, it's important to remember that you have certain responsibilities to maintain. Hold yourself to a standard of excellence that I expect from myself and the rest of our league members. We will all abide by the words of our Constitution, while remembering the "spirit" of the law that is not written, but implied. Myself, acting as Commissioner, has the right to interpret these rules as I see fit.
