Probably depends on which type of league. In PPR, Brown is probably the guy to have, but in TD-heavy leagues, I'd say Carter. If it's somewhere in between, I'd still give the slight edge (pun unintended) to Carter.
The positive thing for Carter is that at least the team seems to be moving the ball now, which could give more TD opportunities. And while I'm sure team brass is not giving up the season, they very well could be using this time to better evaluate Carter for the future. They probably already know what they have (or don't have) with Brown.
I really think when you combine his last week performance with his blocking abilities which are better than Carter's, Brown is the choice here. Realistically, they will probably split 40/60 or something like that since neither has set himself apart when given the opportunity.
