It depends on scoring settings but I'd say Moore. Worthy would be the best option despite the matchup if it wasn't his first game back from injury. Based on the information I saw, there's a slight dip in production the first week back (something like 10%) and reports were that it's possible he'll play limited snaps. I don't trust Metcalf at all against the Vikings. Moore is being overshadowed by Odunze and rightly so but both defenses are largely theoretical so there could be lots of offense. There are all kinds of reasons not to start him but that's still what I'd do.

Full PPR. My RBs are Cook, Dobbins, Benson, Tracy, and Stevenson. My WRs are Lamb, Nabers, Amon-Ra, Adams, Worthy, and Franklin. The guy with Chase Brown is looking to move off him and I'm hoping the Bengals figure out how to function as the season goes on. I think I would prefer giving him Worthy but I kinda doubt he'll want to do that. If he's willing to accept, should I trade Adams for Brown? WHIR.
