I'm a big fan of FAAB, and I voted for it. I only play in money Leagues and wouldn't play in one that didn't incorporate it, because it adds an element of luck to the game, and when playing for money, I'm all for eliminating as much luck from the equation as possible.
That being said, it's not for everyone, so any steps taken to minimize the luck factor, I'd be in favor of, and I think the most effective way to accomplish that goal is by delaying the start of W2F waivers until a random # of games have been played so that Teams can 'find their level' and give a more accurate version of who's 'worst' and who's 'first'.
I'd suggest not starting the waiver wire until after Week 3 results have been tabulated in 13-week Leagues, and after Week 4 for 14-week Leagues (regular season).
...and people, please - end the Waiver Wire when, or before, the Fantasy Regular Season ends. I think it's absolutely bush league to allow Teams to continue making claims through the playoffs. At some point, you have to dance with the girl you brought to the party.
I also strongly feel that in Dynasty Leagues, any Players added during in-season waivers ought to be only held 'under contract' for the current Fantasy Regular Season. When the current Season ends, the Player becomes a Restricted Free Agent, with the Owner holding his rights through the RFA Bidding Period.
