Are these lineups based on 50/50 and double ups or GPP?? Im guessing its based on cash games?

They are just flat-out expected point maximization. They are not particularly tailored to any type of contest.

They are closer to cash games than to tournaments, but they make no effort to avoid boom-or-bust players, which you may want to do in cash games.

I do think that point-maximization is the right starting point for both cash games and tournaments. But if you want to refine your lineup to tailor it to one or the other, in tournaments you'd want to consider stacking a QB with one of his receivers, you may want to ensure that you have at least one guy under 5% owned, and you may want to focus on high-ceiling guys rather than high-floor guys. In cash games, you'd prefer to focus on high-floor guys, you shouldn't care one way or the other about percentage-owned, and you may have a very slight preference against stacking a QB-WR combo.

While all of those differences between cash-game lineups and tournament lineups are theoretically sound, in practice, I think all of those considerations are pretty minor compared to finding a lineup that's expected to score a lot of points. But to answer your question, the On the Daily lineups do not take any of those considerations into account at all, and focus only on maximizing expected points.
