I rated Scarlett an 8.5. Hannah's cheekbones are too severe, her forehead is too big, her nose flares, etc. 

I'm not a curmudgeon; I think Catherine Zeta-Jones and Charlize Theron are still the best looking women in the world, even at their age, and Victoria Secret models and -- gasp! -- Taylor Swift are right up there.

The beach pictures of Scarlett are interesting.  I am fairly sure if I saw someone that looked like her on the beach, I wouldn't look twice, as compared to Hannah Davis, who is so perfect in a bathing suit, i don't think I could look away.

That said, when dressed up in award show attire, I deem them to be nearly a tie.  It begs the question, if anyone who was a beach 6 had access to infinite resources, could they be made up to an 8 or 8.5?

Agreed on beach pictures (and ranking Hannah >> Scarlett) and yes, there are plenty of very pretty women who could look amazing if dolled up.

Just imagine going to the beach and seeing someone pretty with a better body than Scarlett and they would look amazing with the right resources.

Yeah, I struggled with this one. Really it's splitting hairs from a 9.5 to a 10, and I lean more towards the 10 side than the 9 side. I wouldn't bat an eye at any 10 rating. Anything lower than a 9 is wrong.
