Like a lot of people this year, I'm contemplating waiting on a RB2 until 4th round or later. Here's a list of RBs typically available after round 3

None of them. If you are going to wait until the fourth round to get your RB2, you should draft another RB in the 5th/6th and play match-ups, sort of a RBBCfantasy style. I'm assuming that these are your options in the fourth round. If someone like Kevin Smith is available, then I'd be comfortable with that.

Second RB in the second round with a few exceptions for elite WRs.

I'll rarely get the change to pickup another top 20 starting RB that can get 15+ touches a game. I can plenty of reasonably good WR in the middle and late rounds that will get 4-5 touches.

Depends on your league settings too. I just came out of a start 2RB, 3WR, 1RB/WR Flex .5ppr draft and I went MJD, R Moss, Jennings in the first 3 rounds. Then I faced the same situation the op faced re: RB2. I picked up Rice, McFadden, Benson, Moreno, and Wells in later rounds and will look to play matchups at RB2 and Flex.
