Got Cooper in the 12th round of a startup recently as WR4, and I think there are some positives and negatives there but overall solid value.
Cons: Unlikely to get more than 100 targets with all of the receiving options + run heavy offense, not a solid play in PPR and is generally long bomb/TD dependent.
Pros: 27 to start the season, could lead the team in targets, solid connection with Foles, tends toward big plays. Recently signed so should be in the same role/offense for the medium-term.
Seems like a fairly safe bet to be in the 45-60 reception, 750-1,000 yard, 8+ td range. Not a bad option to plug in as a backup because could easily hit one of his "on" weeks, but especially in PPR I would not be happy starting him weekly because he doesn't have the targets/receptions to smooth out the peaks and valleys for the games when he doesn't get a TD.
His upside is something like Mike Williams in TB before his value really cratered, or Stevie Johnson on the Bills for a few years... probably has more value as a handy WR sub than he would fetch in trade value, but still actually a decent value as a late-ish pick or trade throw-in.
I would probably draft Maclin first, though. Cooper seems fairly safe to maintain his value/play the same role as last year vs. there's a smaller chance that Maclin steps into the DeSean role, so a safer pick vs. upside.
