I figured Eephus was referring to Bodhizefa's Tiers of Starting Pitching which hits a few forums/websites each year. Last year he let me post it on my website, here:

Similar project, different evaluation processes. It is helpful to compare the two to each other to make your own judgment. I know both, Paul moreso, but Bodz' process tends to slant heavily toward rookie pitchers with upside.
