Both similar team implied totals, Over/Under's similar.

I like Smith vs Oakland.  That D has been so bad...Chargers have been really good but haven't been putting up huge points, mostly in the 20-24 range it seems, winning with that stalwart D.

Do you have negatives for turnovers?  Generally Smith doesn't have the propensity of turning the ball over as much as Rivers has in the past.  If there are negatives for turnovers that might be enough to swing the scales to Smith.  I think both have similar ceilings but Smith against the Raiders seems like the slightly better situation.

I'd go Smith. I think the playcaller switch helped freshen things up a ton. Now he gets the best matchup a QB can get.
