Hillman. He looks to have supplanted Ball at the #2 spot and has a cake schedule. Talent is similar although in a vacuum Wilson is more talented IMO.

Redraft I assume:
Unquestionably Hillman based upon opportunity. He's already done something Wilson hasn't (flown by veteran competition to become immediate backup)

Redraft: Hillman.
Dynasty: Wilson.
Don't like either player a whole lot, but long term I would much rather gamble on the freakish athletic ability of Wilson.
The best thing about Hillman for me is his situation. Stuck behind an aging starter with no obvious competition for touches. Not sold that he's really a special back though.
