For the owners that play in dynasty leagues and have off-season FA, which do you have have first, your rookie draft or your Off-Season FA? Can you list the pros and cons for which one you have first in your leagues? We have always started our Off-Season bidding first and the then the rookie draft.

We do rookie draft first and then FA Auction. We used to do it the other way around, but switched. It makes sense this way because we found that most owners weren't smart enough to save money to pay rookie salaries. But I liked it the old way because I saved money and it gave me a competitive advantage.
