Rookie keeper option (1 Viewer)

I am in 12 team, Keep 3 league that is entering its fifth season. We have to keep three players, no more than two at one position. We recently added a rule where you can also keep a rookie from the prior year (i.e. next year I could keep Donald Brown) along with the other three players (could become a Keep 4). I like this rule as I was someone that drafted DMac last year and he did not make it into my top 3, so he went back into the pool (basically a wasted pick).

I pick in the 3 spot this year among the players that were not chosen, so I was wondering whether this changes the value of the top rookies versus a normal redraft. Rookies are already "ticked up" a bit because there is the potential to keep 3 players (did not work for me last year, but did for the guy who drafted ADP first overall a couple of years back)? How would you approach this in the draft. Do you just draft as normal and grab a rookie late and hope he pans out, or do you use a top selection on one and pray that he gives you some output?

I know this borders on a "how to manage my team" thread, so I tried not to include names to keep it as a more strategic thread.

 
In my league we have to play a rookie in an offensive position (QB, RB, WR, TE, or K). It's like a bonus player with your original lineup. It really makes our draft unpredictable since some like to make sure they will get a starting rookie. I remember Forte and Matt Ryan went in the first round last year. Kevin Smith, DeShaun Jackson, and Chris Johnson went in the second round. This is a keeper league so we already have 3 keepers to begin the draft. We can keep 3 keepers every year (1 per position and you can only keep them for 3 years, which basically means you can keep them as a "keeper" twice since your first year of having them on your roster counts as 1 year).
