So what would happen in this scenario.
Team A is losing big time, there are 30 seconds left in the game, and Team A has the ball and the clock is stopped on an incomplete pass. The coach of Team A decides to prolong the game to piss off the opposing team. So he instructs his center and QB to never snap the ball.
The first time it is delay of game and the ball is moved back five yards. It happens again, and again, and again. Now I don't think the clock starts on a penalty until the ball is snapped, so I think the clock will never start. Even if Team B declines the penalty, I don't think the clock starts until the ball is snapped. Eventually the ball will get back to the five yard line where they start moving half the distance. Eventually they will get so close to the goal line that they won't be able to even move the ball.
At this point, Team A just camps out in the endzone, has a beer, and never lets Team B have the satisfaction of victory.
What am I missing?
