Once Ricky applies for reinstatement (today) he has to present himself in front of doctors and talk to them extensively. Those doctors then have 45 days from the day he applied (today) to present their thoughts on him to Roger Goodell. Goodell then has 15 days to decide and yes or no verdict. Once that decision is made Miami Dolphins then have 14 days to decide whether to waive him or activate him. At the very latest if he is accepted he would be back Week 14. Im trying to find the article that i read about 3 weeks ago but it was saying that Ricky will only be 30. He is fresh. He has a VERY disaplined eating and workout regimine. They are saying he is stronger, faster, and slimmed down a bit from when he left. Didn't say anything about being drug free though!... no one thinks there will be a huge drop-off in ability from 2004? Skill-postion players don't often spend this long away from the game, and return to be productive. How long was his CFL stint, and when did it end?
Dynasty? Yes. Re-draft? 50/50 and heres why. If your contending for the playoffs (4-0, 3-1, or even 2-2 with a decent team in a weak division) then yes because he will help you in weeks 14 - 17 and heres why IMO --> The Dolphins will most likely activate him and be WAY out of contention by then. With that said, Ricky will probably be the feature back for the last 2 weeks for a few reasons. One is because they might want to see what he can do with a load and then unload him in the offseason. Also to save Ronnie Brown for next year (yes he is proving himself this year). Soooo yes if your in contention. Defanitly! Out of contention i dont see a need for it because you cant really use him for trade bait right now in a re-draft and bye the time you can then it'll be too late. <---- IMOLMFWorth a #1 waiver wire priority?

While the doctors and Goodell have 45 and 15 days those days are not put in place for them to intentionally drag their feet. The NFLPA and the NFL have mutually agreed on the drug policy and penalties and if the NFLPA perceived the NFL as intentionally dragging their feet that could only hurt future negotiations between the two. I also don't have a sense about me that Goodell is that kind of man. I think he's acted fairly quickly with his decisions and I expect that to continue. One last thing is that while Goodell has levied big suspensions of some players it was for crimes, some for committing multiple crimes and some for heinous crimes. Ricky smokes pot but as far as I know it's never caused him to run afoul of the law since he was arrested in 2000 in Austin for not signing a traffic ticket . I agree with this completely. The policy was not put in affect to punish players or keep them out of the NFL. The policy was put in place to HELP players, and by help i mean get them off the substance. Ricky's agent doesn't actually have the power to fast track his client's reinstatement, but it's his job to ensure that the process is moving as fast as possible. If it becomes obvious that the league is lollygagging, he'll go to the press and present the case that Ricky has served his penalty and should be allowed to resume his career ASAP.
