Someone has to emerge as a 1,000 8+ TD WR along side Graham. Who's it going to be? Colston, Cooks, or Stills? Or will the pie be equally distributed?

It will be spread around as usual for the Saints. They also have 3 pass-catching RBs that will share time.

If Cooks falls below his already high ADP, I'll go for it. Otherwise, Stills represents good value where he is being drafted.

 
Last season Colston played 15 games, was injured for a couple he played in, and had 1100 yards and 6 TDs. I think he's likely to repeat that production, especially with Sproles and Moore gone, even with Cooks playing now.

 
Colston doesn't have to emerge. He already gets those numbers. He's only 31, and seeing plenty of looks in the preseason.

If there's a less appreciated sure-thing commodity in all of fantasy football, I'd like to hear who it is.

Agreed. Over 1000 yards and at least 6 TDs every year except the one he missed almost the entire first half of the season.
