I would have ranked JAC 10th, although it seemed like the scale was heavily weighted towards the QB, not the RBs. But I still consider Garrard a Top 15 QB. And MJD is way up there, so 12th would have been about as far as you could have reasonably dropped them by any standard of grading.

PS - Cleveland doesn't even have starting QB or RB, and they still got ranked ahead of JAC. Cleveland shouldn't even have been given a grade as they currently have no backfield.

Garrard isn't that great of a QB. I might put TB 32 and Jax 31. But that's it.
