I didn't see it, but if there was an offensive penalty and it's accepted by the defense then the play does not count.Edit: just checked play by play. penalty declined. play counts.

it was declined which doesn't make sense since the half would have been over anyway...

I think the defense declined the penalty, and the game went to the half, right?If so, the 17 yards stands, obviously.

I saw the ref wave the penalty off as if the Browns declined it, so I imagine the yards count.
