TE can start over a WR or RB? (1 Viewer)

I'm in a league for the first time this year where the starting lineup is one of the 3:

1 QB

2 RB

3 WR

1 K

1 D

OR

1 QB

1 RB

1 TE

3 WR

1 K

1 D

OR

1 QB

2 RB

2 WR

1 TE

1 K

1 D

This is the first time I've been in a league that resembles anything like this sort of 'flex' position. Is anyone else in a league like this? Does this bump TE values up? I think its different, but I'm racking my brain trying to convince myself this makes TE's more valuable, but nothing has clicked yet ;)

 
Roster requirements alone can't tell you if TEs are more valuable, scoring will matter a lot here as well...but essentially what you've got is a more rigorous version of something like:

1QB / 1RB / 2WR / 2Flex (RB/WR/TE)

...except you can only use 3 of the possible permutations...we play with something similar (though we also require a TE)...seems to me since TEs are not "required", unless the scoring is very favorable to TEs, they would be less valuable in this system than a TE-req league...

I think it would make them less valuable because you don't necessarily have to have one. WR's and RB's typically score more than TE's anyways (except for maybe Gates), so if I were you, I'd draft with my eye on option 1 and hoard RB's and WR's.

Thank you everyone for your replies. The TE's scoring isn't bumped up, its a basic 6 points for all TDs, 1 point per 10 rec/rush yard, and 1 point per reception league. I'm glad that they are bumped down because I'd rather not deal with them if I don't have to.
