I've seen this before. Look for Team QB rankings to get a decent picture of the overall passing offense.
However I would draft off of how good the starting QB is going to be. And only let the backup QB's come into play if there isn't much difference between team A and team B. Overvaluing a team because they have a good backup could backfire if he never sees the field.
I'd make sure you get 3 QBs though as not every team will be able to.

I've been in a 2 QB league before and the stashing of QB's happened also. Now I understand that you could have the strategy of garnering all the QB's and then trading a mediocre QB for a stud RB or something when the other owner has zero options. But that can easily ruin a league.There is two ways your league can handle this:
1. Team QB's
2. Limit on QB's.
During the draft a limit of something like 3 starting QB's and 2 Backups maximum.
During the course of the season if the backups become starters then you can have 5 starters. However if a QB goes down you can not pick up the back up QB as a starter if you already have 3 starting QB's.
This option allows you to still be able to do a player draft which would force you to take into consideration injuries (Palmer/Culpepper..) or if there is a QB with a short leash or something.
