I think all teams are allowed to let their roster swell up for TC.

No, it isn't...from FBG depth chart:
RB: Joseph Addai, DeDe Dorsey, Kenton Keith, Clifton Dawson, Chris Morgan
Also heard somewhere that Mungro may be back.

They have a lot more TEs than 4 on the roster right now:
Dallas Clark
Ben Utecht
Brian Flecther
Justin Snow (officially a TE, but really the long snapper)
Justin Harline (rookie from BYU)
Gijon Robinson (really an H-Back, Fullback type)
Mike Seidman (castoff from the Panthers)
They'll keep 4 TEs (including Snow) on the final roster - so one of the projects would have to beat out Fletcher to get a roster spot.
