Should the Bengals just let them score here? That would give them 2 minutes plus a TO to drive down the field and win it (after they convert the 2 point conversion).

There should be no penalties on good plays/cool plays. Unless it's something egregiously unfair, anything that's cool, has some flash, has some fun to it, the refs should pick up the flag. Like how in basketball good plays don't get whistles.

You’re probably right. But giving Burrow 2 minutes and a TO down 7 vs 1:20 and no TOs down 3? In the latter scenario the Bengals are playing to send it to OT. In the former, they are playing to win it in regulation.
