My Cooks for Kelce. It's a PPR league. My other WR are Green, Decker, Crabtree, SSS, and Shepard. My TE is Pitta

I would keep Cooks.

Cooks is a far more valuable player to me. Pitta is a fine example of how you can find a perfectly good starting TE on the waiver wire. Guys with Cook's ceiling are rare. If you need to move a WR, hold out for more.
