I've been watching football for more than 40 years and I saw something TWICE I had never seen once before: A fumble ruled a dead ball.

First Cutler, then DeSean Jackson.

The only thing close to this in terms of rarity is I remember the Eagles having a TD wiped out in the late 1970s when Harold Carmichael hurdled over a Vikings defender at the old Met Stadium. I've never seen that one called since.

Had anyone ever seen the fumble/dead ball called before?

Seriously? You've never seen an inadvertant whistle? How old are you? 8?

there's a difference between an inadvertent whistle and this type of situation. and was there ever a whistle blown in the eagles game? i never heard one. but no one from the cowboys ever touched it.

The whistle in the Eagles game blew from boredom after waiting in vain for a Cowboys player to pick the ball up.

It's the inadvertant whistle that creates this situation. Without it, it is a live ball. This happens often enough that it is hardly noteworthy.
