I believe the Chargers ran into some major problems not too long ago because they refused to cover their draft picks, so their draft picks refused to come and take part in the workouts until they were under contract. If I recall, they were the only team that didn't cover their draft picks with insurance contracts until they were signed.
To answer your first question, No Young hasnt signed and likely won't even get into contract negotiations till after the 4th of July weekend (Typically that is when it heats up around the league).As for insurance, there is no need. Even if Young got a career ending injury in mini camp, the Titans would have to play him what the #3 Pick is sloted to make.
the funny thing to me is that VY hasn't even signed a contract and has participated in mini camps and McNair who is actually under contract isn't even aloud to lift weights at the titans practice facilities. the titans are a joke.
