MOSCOW (AP) - President Vladimir Putin dissolved Russia's government Wednesday in a major political shakeup ahead of parliamentary and presidential elections, the Kremlin said.

The dissolution is expected to result in a new prime minister, who will be seen as Putin's choice to succeed him after he steps down next spring.

The newspaper Vedomosti, citing unidentified Kremlin officials, reported that Sergei Ivanov, a first deputy prime minister and a leading contender to succeed Putin, could be appointed to replace Prime Minister Mikhail Fradkov.

Another first deputy prime minister, Dmitry Medvedev, who is a top executive at natural gas monopoly OAO Gazprom, is considered the other leading contender.

Under the constitution, Putin has two weeks to propose a new head of government, which the lower house of parliament, the State Duma, then has a week to vote on. Russian news agencies said Fradkov would serve as acting prime minister until the vote.

Fradkov said he asked for the dissolution of the government because with elections approaching, Putin needed to have a free hand to make decisions, including those concerning appointments.

Parliamentary elections are scheduled for Dec. 2, followed some three months later by presidential balloting.

"You might be right that we must all think about how to structure the government so that it better suits the pre-election period and prepares the country for what will happen after the parliamentary and presidential elections," Putin said.

So 'splain this to me like I'm well. . .me. Putin dissolves the government so everyone just goes home? No mail, no welfare checks, no free cheese? OK, now what? Just kick it until Vlad decides to hire folks back? Or does this not apply to the worker-bee's and just to the legislators?

Curious how this whole process works since it happens on occasion there. TIA

No he basically dissolved his cabinet. The legislature is still in place.
 
The PM selects his cabinet so when he resigns he takes it with him. Putin may or may not have forced the resignation of Fradkov. The resignation speech is not convincing. Putin isn't a totalitarian though. He's a politician trying to consolidate power like any politician does when his days are numbered. Americans and their fear of the boogy man is silly to me. The politics behind all of this are much more fascinating. Every pundit immediately assumed Ivanov would be made PM. Nope an obscure finance guy with history in the oil business gets the nod, thus setting up Ivanov to become President when Putin steps down in March. Putin is just trying very hard to keep his men in place before he steps down for a term or two. Of course, he needs the state to buy Russneft like it stole Yukos to keep allocations up with expenditures, and all of this political juxtapositioning in the end is about the state control of another chunk of oil resources. Putin is no strong man though, and the Russian people are slowly coming around to democracy. As a whole they population is still greatly divided on the idea, so it shouldn't be too surprising that their leader is wishy washy with some aspects of it.

 
This is no big deal. Happens all the time in many countries. That doesn't mean Putin is on the side of the good guys, just that he's chosen to have the government executive leaders resign. Which is his constitutional right.
