Sounds to me like they just wanted to give the teams more time to make their cuts since they didn't extend the free agency period.

This could go on forever. Teams don't want to wait to cut their players to see if a deal will be reached. A deal isn't reached and then an extension is given so teams have time to make thier cuts. Vicious cycle.
