I've thought about all kinds of creative ways to do and in the end kept it simple.
First of the year it's reverse draft order and from then on it's just a rolling order throughout the season, you get a player off waiver and you go to the end of the line. No resets.
I thought about making it record dependent or point dependent but then you just have a team like the Clippers were for awhile...managed so badly they always get the top pick. In essence penalizing the other owners for managing their teams well.
There are multiple arguments to be made no matter which way you go.
