Correct, but more specifically, Bledsoe/Vick/Smith are the only 21 year old QBs to be drafted #1. I know Stafford's college performance has been criticized a bit, but I think his age provides somewhat of a shield for that. There's a big difference between being a 20 year old junior and a 21 year old junior. Players mature a lot in a year. He made significant improvements each year in college, as you'd expect with a young QB.

JaMarcus Russell was born 8/9/85, so when drafted in April 2007 he was still 21.

Then he'll join Tommy Maddox, who I believe is the only other 21 year old QB (in their first year starting) to be drafted in the first round in a long, long time.Well, Stafford won't be drafted #1 so I guess this was all for not, Chase.
