I'm sure I'm leaving out some candidates but that's what the other option is for.

The Jets are still a top ten team in the league, they just managed to face a brutal schedule. Losing @NE and @Bal is what everyone seems to do: the Ravens have won 12 of their last 13 home games while Brady has won 30 straight home games. Going 2-1 in Oakland and home against Dallas and Jacksonville is hardly an indictment, either.

The Giants have faced an absurdly easy schedule, and deserve to be ridiculed for losing at home to a team that had lost 6 straight road games by double digits. And for sleepwalking through half of their wins against STL, PHI and ARI, while looking terrible against Washington. Still, even though Tampa's has a slightly harder schedule, it's hard to get over the fact that they've looked like ### for much of the season. So I'll go Tampa.

I was ready to question this, then I pulled up the standing and went division by division. I would say you are right.
Outside of a gift-wrapped win over DAL and a win against lowly JAX, all NYJ have done is demonstrate that they are not equipped to beat playoff caliber teams. I'm a bit distrustful of any ranking, regardless of the source, that has the NYJ five places in front of OAK, who beat them earlier. Breaking it down, they each have a loss to NE, which is a wash, NYJ has a loss to BAL which is one spot higher than OAK, so almost a wash. Both have a win over bottom feeding teams (NYJ over JAX, OAK over DEN). NYJ have a win over DAL, which has a fairly inflated SOS ranking at this point, while OAK has a similar, though not as strong according to this site's ranking, win over HOU. But the difference is that OAK has beaten NYJ head to head, but somehow, NYJ are five spots ahead? I appreciate the effort to bring mathematical rankings into play, blending binary win/loss rankings with margin of victory(defeat) elements, but NYJ over OAK at this point shows a serious flaw in them.

The difference lies in margin of victory. The Jets steamrolled the Jaguars; the Raiders beat the Broncos by three. The Raiders lost to the Pats by 12 at home; the Jets lost to NE by 9 on the road. Agreed that the Raiders/Jets are very close. Certainly wouldn't have an issue with anyone putting Oakland ahead of the Jets. But H2H isn't much of an argument. Baltimore steamrolled Pittsburgh who steamrolled Tennessee who steamrolled Baltimore, etc.

I don't think any of the teams with losing records are especially good, and don't think any of the winning teams are especially bad. No obvious choices IMO. Maybe the Jets for the first one?
