Just like any city, there are good parts and bad parts. Luckily with DC's geographic structure, you can identify they worse parts of town with larger numbers in the streets (1, 2, 3 and A, B, C etc) in the 2 'east' quadrants in the city (NE, SE).
There's gotta be a "worst block in Detroit", right?
I was going to say "Ingsoc" but this is the same thing, only real, and maybe worse.
Or just look at where all the rich white people live and all the poor black people. That city is almost as bad as Mexico.
Amazingly, you can actually walk down a street in Gary and not get murdered and probably be pretty much ignored. People will probably not run up to greet you and shake your hand though.
