Agree with Jaruby.
If you need production this week or next, roll with Pierce. If you are looking for better production as the year goes along, go with Downs.
In Down's first game back, he led the team in first read target share (that is IMPRESSIVE!)
BUT - this passing offense is NOT GOOD. So I'm not sure there is any consistency to be had here and I'm not a big fan of rostering players on low volume, inconsistent passing attacks. I would rather roster someone like Jalen Tolbert or Darnell Mooney than these three receivers.
