new orleans - dez and marshall will not be with the team next year.

arizona - fitz likely retiring, no one really behind kirk.

detroit - very thin at WR with tate gone.

With the way NFL has gone more spread I'd say even teams that appear set would be in market for WR help. As example we just saw Steelers commit a fairly high pick on Washington. So in that sense most teams are candidates but here are main teams I've not seen mentioned as I begin typing:

Jets need to continue to give Darnold more weapons.

Browns need another outside receiver. I don't think it's a major need but I think they do based on stuff I've been reading.

Ravens may not prioritize WR as much with the Lamar Jackson offense they are running but John Brown is UFA and a team left with Crabtree and Snead is a team in need.

NE does not take WR's in round one but will only have Edelman and Gordon on contract after this season. That's a 33 year old slot WR and no need to go into why in December of 2018 teams can't assume Josh Gordon will be good to go in September 2019, no matter how well things are going.

Colts. Cain got a lot of early buzz but and they run a lot of offense through the TE's but they were on Amari for a few reasons.

Speaking of being in on Amari the Titans apparently offered a first for Amari with condition of making Raiders swap seconds. They are big time hunting for WR help.

Eagles gave up a valuable pick for Tate and also were in on Amari. This obviously signals a team need that will be present if they don't resign Tate, which won't be easy because Alshon's $11.5 is guaranteed and that's a lot of money to tie up in WR, especially when neither is elite.

Redskins got some slot WR's and Paul Richardson.

49'ers need more then Goodwin and Pettis, especially considering Goodwin's struggles staying on the field.

Raiders need everything but with an offensive minded coach and all those picks be surprised if one is not on a pass catcher.

Jets for sure. Raiders for sure

BALT will. They think they have a QB but they don't. He's great for my FG kicker but he will be a disaster for WRs but they will draft at least 1.

CINN may add one.

SF probably.

Indy, Giants, Redskins, Dolphins, Cards, Cowboys will all probably  draft one at some point.

Colts would be crazy not to get more talent for Luck in the prime of his career. But they should also realize that their strategy of drafting O-line talent to keep him upright reallt paid off this season.

Dallas for sure. Jets. Bills. I could see Miami investing. Cards. Panthers possibly. Idk who will be available at 29-32, but the Rams should look into a true #1 if they think one's still available.

Dallas already used their 1st-round pick on Amari Cooper.  I doubt they would go back to that well before Round 4/5.

Define early.  First two rounds?

As for the Saints, were Dez and Marshall with the Saints this season?  They have Thomas, Smith and a young depth.  Given the usual depth of the WR position, I can see them filling other needs and drafting a WR later.  Also, possible to grab a free agent.

no one has mentioned GB. They have 2 first rounders and I can see them grabbing a wr end of round 1 or with their early 2nd. Cobb is gone and the rookies have not taken any steps this season.

Seems like it would be quicker to list the teams that are unlikely to take a WR early: Rams, Chiefs, Steelers, Vikings, Falcons, Texans, and Bucs each have a pretty stacked receiving corps, with guys who aren't nearing the end of their contract. Everyone else seems like they'd at least consider adding someone like Ridley, Moore, or Sutton. And even with the ones I listed I wouldn't completely rule it out, e.g. the Vikings could use a 3rd receiver and I could see them taking someone like last year's Christian Kirk or Anthony Miller pick.
