I'm going to have to get to cut or trade 6 players before the season starts to add my draft picks and a Kicker/Defense. 

In the 2017 draft I have picks 1, 4, 5, 6, 9, 16.

It's non-PPR, QB, RB, RB, WR, WR, TE, Flex, Flex, Def, K:

  • QB: Derek Carr, Dak Prescott, Andy Dalton, Jimmy Garoppolo
  • RB: Le'veon Bell, Carlos Hyde, Jeremy Hill, Rex Burkhead, Eddie Lacy
  • WR: Mike Evans, Dez Bryant, Allen Robinson, Martavis Bryant, Tyreek Hill, Josh Gordon, Kevin White, Tyler Boyd, Sammie Coates, Cordarelle Patterson, Kenny Stills
  • TE: Cameron Brate, Eric Ebron, Austin Hooper, Coby Fleener, Ladarius Green, Vance McDonald
I was thinking of trying to trade: Rex, Coates, Patterson, Stills, Green, McDonald. Assuming that my 6 rookie picks make it through training camp.

People in my league are notoriously stingy, what do you think about packaging pick 16 and players to move up, or trying to turn pick 16 and players into a 2018 1st?

I'm not sure how to advise.  Is this a 6 team league?  Otherwise I don't know how you accumulate all that depth/talent and that many early picks.

I think you can find cuts but you are pretty deep.  I would take a couple of approaches with this team.  

1-upgrade your starters.  With this depth and those picks I would even be willing to overpay a bit if needed.  Go after Ezekiel Elliott or David Johnson using Hyde and picks.  Try to get that big upgrade in your RB2 spot.  The same theory would go at WR or TE.  Make a big push for Odell Beckham or Antonio Brown or someone like that.  Gronk if you like him.  Try to get a stud or two in that starting lineup.

2-defer some of those picks if you get something you like.  Assuming a 12 team league you have 5 picks in round 1.  Get a few pieces you like but look at moving some of the glut to 2018 or as you asked try to combine pieces for earlier picks.

 
I think you are moving the right guys. I dont see any reason to ever own 6 TEs. As far as owners being stingy, I dont think the mentioned players have much value. 

I'd also move at least one of the QBs. 

 
I agree.  If you can get value for Dalton why not?  With Carr and Prescott I don't see him needed much.  Your TE group has a lot of bodies but no true stud.  In the end you can find guys to cut to fit in those picks.  I just see this team's greatest need is a RB2 upgrade and a TE upgrade.  That can be solved via trade or with those picks.

 
I think it is fairly easy to pick 6 guys to cut if you have to.  Always try and trade for picks if you can or package for upgrades as Warhogs stated.  My guess is you won't be able to move many of the cutable guys so you will just have to let them go. 

I would easily see cutting the last 4 TE's, Dalton and Gordon (I don't think he will every come back).

I would keep Stills and add Fleener to this, that all being said I wouldn't give you anything for any of these guys if I was in your league. Put them on the block and see if you get any offers, if not just cut them.

 
This stingy league, where I have 1/2 of the 1st round picks this year......

1st id offer my last draft pick +Gordon and try to move up, someone may chase what upside he has left

id package tyreek/martavis/picks to try to shore up rb position, that should get you a legit rb1.

id keep brate/ebron, and maybe one of hooper/green if you really like them, cut the rest

i would move jimmy g to the Brady owner for a pick upgrade, while his name is still relevant.
