Ty is only eligible at WR, Yahoo league.

I could start both, but I also have Antonio Brown and I can only start 2 WR.

Landry and West for me.  

If Cobb is definitely out then might think more about Montgomery, but Landry against horrid Jets secondary is very tempting

Mangold is doubtful for Jets, so Forte will probably struggle.  West should slide into the Chiefs RB slot just fine - he did very well last year as the starter.

Thanks for the heads up on Mangold.  It does appear that Cobb will be inactive this week.
