I just got an email from one of the Czar's saying Oscar is talking with Invision about the issue. We should get a league wide email from Oscar saying the boards are back up when the error is fixed.

The word "by" implies "before", which is how I interpreted your post.

It's not quite up-to-date, as it mentions that we are entering our 4th year - we just finished our 5th. It gives the general idea though. You can also see the leagues run at MFL by searching for 'Zealot' to get an idea of what you can get for a 53 man roster with IDPs included.
