No idea if these are "hip" nowadays, but dirtballs and hippies have been pulling off this look since the 60's. No one in history has ever looked good in the type of jorts I linked above.

It is an interesting question.
Just brainstorming, but I think it has a lot to do with the type of people associated with each.
Cutoffs are associated with not caring, which is always cool (even if you might work really hard to look like you don't care). It's a classic look, and is associated with relaxed situations (much like the trusy pair of jeans they used to be).
Jorts are often accompanied by a tucked in polo shirt, and white sneakers (cheap, uncool white sneakers). Sometimes even with socks far too long to be wearing with shorts. Instead of being cut off with a devil-may-care attitude, jorts are actually hemmed and that says a lot about the man wearing them. They are associated with a very bad nerdiness. Possibly, the only nerdiness that isn't actually cool.
A sort of redneck nerdiness. I think rednecks being a big driver in early jort popularity also doesn't help the case.
