If Trump believes that any new gun control laws will have a negative effect on his chances of being reelected, is it any different than what the Democrats are doing by not starting impeachment proceedings? 

Right is right. Regardless of political gain.

The Democrats are far worse in this instance, because if Trump committed crimes then they have a constitutional duty to take action. Gun control is a political issue and Trump has every right to consider politics when deciding what to do.

Political livelihood may be a key factor in both. What other reason does Pelosi have for not taking action?

 
Believing that gun control is "right" and would save lives but not acting has a different impact certainly than thinking impeachment is "right" but not moving forward because it would be dead in the Senate.

In both cases it's the right thing to do. The only thing holding both back is ability to secure votes in 2020. Do we vote people in to do a job for 4 years? Or to preserve themselves for as long as possible?
