I think SCT means he is #3 overall RB in PPR, not an RB3 (3rd tier RB).

Non-Bell owner but starting him tonight. 14 team league, ppr with Foster as my RB1 (went DT/Dez at 14/15 turn, Foster/Olsen at 42/43 turn). My other rb options include: Vereen / Woodhead / Matt Jones / Terrance West so yes, pretty much a no-brainer lol.
