It will be a realistic combination of an Owner’s, GM’s, and Coach’s job duties piled together for a dream league. Most of the league’s set up is based off of the actual NFL rules and policies with a little bit of tweaking to make some details easier to understand and control in a fantasy format. This will be for the fantasy manager looking for a competitively intense league with the task of competing against others with your similar passion.[/SIZE]

[SIZE=12pt]The yearly dues will be $75 per a season. In the first year there will be a $25 tanking deposit. This will be to ensure that owners do not join and ruin a team. If you join the league and ruin your team or are unresponsive during the season then you will not be refunded your tanking deposit. May this scenario happen, it will be decided by a 70% or more league vote. I also do not want to scare people away with the tanking deposit, but if you take the league serious and have a specific reason for leaving then it will get refunded to you. [SIZE=12pt]The rollover jackpot will be given to the first owner who wins back-to-back league championships. The jackpot will accumulate until this is accomplished. This also must be the same owner, if someone wins the league and leaves the league, the replacement must win two championships in a row. In the event that the league goes under, the rollover jackpot will be divided evenly amongst all remaining owners.[/SIZE]

[SIZE=12pt]The regular season will begin on week one of the NFL season and run through week thirteen. Each team will play every week of the regular season due to no teams having bye weeks and an even number of teams on the schedule.[/SIZE]

[SIZE=12pt]The playoffs will begin on week 14 and consist of 8 teams. The winner of each division will be seeded 1st – 4th and then there will be four wildcard teams seated 5th – 8th. Division winners and Wildcard teams will acquire there seeding based on regular season record with a head-to-head tiebreaker. The first round will be 1 vs. 8, 2 vs. 7, etc. After each round the best seeded team that advances will always play the worst seeded team that advances just like the NFL playoffs.[/SIZE]

The toilet bowl will have draft picks awarded to teams based off where they place. I designed this with the thought of giving the losing teams something to fight for and help the rebuilding process. [SIZE=12pt]Owners will be expected to be respectful to other owners; trash talking is allowed but please leave out any racial, derogatory, or very explicit comments. Owners could be kicked out of the league for this. You will be expected to be involved in the league and participate in all league votes. Being involved doesn’t mean you will have to log in every night but keep up with the maintenance of your team and respond to messages that are sent to you. [/SIZE]

[SIZE=12pt]b. [/SIZE][SIZE=12pt]Owner Replacement[/SIZE]

[SIZE=12pt]In the event that an owner is removed, or leaves, we will try to replace them as quickly as possible. No owner will be kicked out of the league without a vote from all members consisting of greater than a 70% approval.[/SIZE]

[SIZE=12pt]c. [/SIZE][SIZE=12pt]Penalties[/SIZE]

[SIZE=12pt]Penalties can be assessed to owners for not cooperating with the GML rules. I know that this is a very detailed league and we will give out warnings/reminders before a penalty is considered. Here are steps we will take in order to determine the penalties.[/SIZE]

[SIZE=12pt]1. [/SIZE][SIZE=12pt]Reminder[/SIZE][SIZE=12pt] - This will be a friendly remark to the league of a violation on a subject. [/SIZE]

[SIZE=12pt]2. [/SIZE][SIZE=12pt]Warning [/SIZE][SIZE=12pt]- This will be issued specifically to an owner warning them of the violation they are committing. They will be given time to fix the issue or face a penalty.[/SIZE]

[SIZE=12pt]3. [/SIZE][SIZE=12pt]Cap penalty/Illegal[/SIZE][SIZE=12pt] roster – These will be the main two penalties that are assessed. The cap penalty will be the main penalty for violators in the amount of $500,000; this penalty will increase with each additional penalty or risk the possibility of having an illegal roster for a matchup.[/SIZE]

[SIZE=12pt]4. [/SIZE][SIZE=12pt]Removed from[/SIZE][SIZE=12pt] league – In the event of a continued habitual offender of rules, you could be removed from the league. This is up for a league vote that must receive >70% vote. [/SIZE]

[SIZE=14pt]5. [/SIZE][SIZE=14pt]Salary/Contract Information[/SIZE]

[SIZE=12pt]a. [/SIZE][SIZE=12pt]Salary Cap[/SIZE]

[SIZE=12pt]The salary cap will be determined each year when the NFL announces its new salary cap for the new league year. This will be the case for every season. For the 2014 season the salary cap will be set at $132,000,000. This is composed of all team’s players and coaches on the active roster, injured reserve, cap hits, and cap adjustments. All salaries are rounded to the nearest thousand.[/SIZE]

[SIZE=12pt]b. [/SIZE][SIZE=12pt]Contracts[/SIZE]

[SIZE=12pt]Each player will be assigned a contract length, 1-5 years. Players won in the slow auction will be assigned a contract by their owner 72 hours after they completely fill their roster through the auction. Each multi-year contract assigned to a player from the auction draft will receive a 5% salary increase after the initial season. An example is I win Ryan Leaf for 20M and assign him a 5 year contract. Here are what his salaries would be: yr1=20,000,000 yr2=21,000,000 yr3=22,050,000 yr4=23,153,000 yr5=24,311,000.[/SIZE]

[SIZE=12pt] Rookie contract lengths are determined by what round they are drafted in. Their salary will stay the same for each year of the contract. At the end of the rookie’s contract each owner will receive the option if they want to add one more year to the contract. They will receive a salary increase for the one additional year. The details of how much the increase is based off what round they were drafted in. For more information look in Section 7 Part D. Cut off date for the option decision will be May 1st of each new season.[/SIZE]

[SIZE=12pt] All free agents signed after the auction draft is over will receive a one year contract at the winning bid price. After the contract is over they will enter the free agency pool for the next season. They do not have an extension or option at the end of their contract. [/SIZE]

[SIZE=12pt]c. [/SIZE][SIZE=12pt]Franchise Tag[/SIZE]

[SIZE=12pt]All players that become free agents from expired contracts will be eligible for a franchise tag as long as they were not tagged the previous season. Each owner will receive one franchise tag per a season, and will not receive a penalty if it goes unused. The franchise tag values will be determined based off of the positions average of the top ten players at that position in the GML. If a player’s previous salary was higher than the tag rate, they will receive a 10% increase over their previous salary instead of the tag rate. The cut off date for franchise tags will be May 1st of each year.[/SIZE]

[SIZE=12pt]d. [/SIZE][SIZE=12pt]Extensions[/SIZE]

[SIZE=12pt]All players that go through the auction draft will be eligible for a one time extension. The extension consists of a one year added on to the end of the contract. This will have a 25% increase in salary from the last salary of the current contract. The cut off date for extensions will be May 1st of each new year.[/SIZE]

[SIZE=12pt]e. [/SIZE][SIZE=12pt]Releasing Players[/SIZE]

[SIZE=12pt]Every owner has the option of releasing any player on their roster, assuming they are not colluding with another owner. When you release a player you will receive a cap hit for 50% of their salary for that season. If it is a multi year contract you will receive 50% that season, 25% the next season and 10% for any remaining season. [/SIZE]

[SIZE=12pt]f. [/SIZE][SIZE=12pt]Cap Hits[/SIZE]

[SIZE=12pt]Cap hits will be for the releasing of players and penalties. Penalties will be given out to owners who do not follow the league rules. I hope we do not have to penalize anybody, but have this as a possibility just in case. These will be tracked in a spreadsheet by the commissioner, but it is still the responsibility of each individual owner to monitor it themselves. [/SIZE]

[SIZE=12pt]In the event a player dies while on you active roster, the owner will be relieved of the players contract. There will be no penalty assessed for any part of his remaining contract.[/SIZE]

[SIZE=12pt]If a player on your roster retires, you will only receive the following cap hits 25% in year one, 10% in each for each following season. This is slightly different then releasing a player. It[/SIZE]

[SIZE=12pt]There will be 5 spots reserved for players who are placed on the NFL Injured Reserve can be placed on an owners Injured Reserve. Even though a player is put on a teams injured reserve, they still count against the salary cap. It will not be mandatory that an owner has to put an injured player in one of these spots. Once an owner places a player on the injured reserve they will be there for the rest of the season including the playoffs.[/SIZE]

[SIZE=12pt]In the first inaugural draft there will be a random draft order determined by picking names out of a hat. The draft will be a snake draft where the last pick in a round gets the first pick in the next round. See salaries and contract lengths for the 2014 season listed in Section 7 Part D. These salaries are based off of the 2013 draft pick contracts. This will change every season with inflation just like the NFL. The options are for when the rookie contract is up. You have the option to extend the players contract for one more season at the increase listed in Section 7 Part D.[/SIZE]

[SIZE=12pt]b. [/SIZE][SIZE=12pt]Following Years Draft[/SIZE]

[SIZE=12pt]Starting with the rookie draft in 2015 and beyond, it will be a more traditional NFL style draft. For all teams that do not make the playoffs they will be given picks 1-8 based off of reverse order of final NFL standings. The playoff teams will receive picks 9-16 based off of final placing in the playoff brackets. The first round losing team tie breakers will be overall records then strength of schedule based off of opponents records. This concept is just like the NFL determines their draft order.[/SIZE]

[SIZE=12pt]c. [/SIZE][SIZE=12pt]Pick 17[/SIZE]

[SIZE=12pt]In each round of the Rookie draft after the inaugural season there will be a 17th pick awarded to a team based off of their placement in the toilet bowl. The toilet bowl outcome has no affect on a team’s placement on picks 1-8. It will award the top 7 teams an additional pick at the end of one of the 7 rookie draft rounds. The winner of the toilet bowl gets pick 1.17, runner up gets pick 2.17, etc. This gives the non playoff teams something to win in their annual tournament and a chance to help rebuild their franchise. The salaries are listed below as a guide for 2015 when they will come into play for pick 17’s.[/SIZE]

[SIZE=12pt]The Initial auction will begin as soon as we get all 16 owners paid and the rookie draft situated. In the first season I plan on starting the rookie draft before the auction starts. I think this will make the draft more involved and efficient. In the following years franchise tags, extensions, and options will take place before the rookie drafts. [/SIZE]

[SIZE=12pt]b. [/SIZE][SIZE=12pt]Auction Setup[/SIZE]

[SIZE=12pt]The auction will take place on the myfantasyleague site each year. The draft is classified as a slow auction draft. The dates for each season will be determined after the rookie draft is finished. There will be 64 players up for bid at once (Could increase to speed things up if needed). The minimum bid increase is $250,000. Each player nominated will begin with the league minimum salary of $500,000. A player will be won in the auction once their bid is not increased for 24 consecutive hours. Each time a bid is placed, the 24 hour time is reset for the new high bidder. After an owner fills up their roster with players, they will be given 72 hours to give me the contract lengths for all individual players on their roster that were not drafted in the rookie draft.[/SIZE]

[SIZE=12pt]c. [/SIZE][SIZE=12pt]Free Agency[/SIZE]

[SIZE=12pt]Free agency will begin shortly after the auction draft is over and all contract lengths are determined. In free agency you will post your bid on the league message board in this format: topic is players name ex. Peyton Manning/ in the body of the message is player's name, team position and bid ex Peyton Manning, Denver, QB, 5,000,000. To out bid another owner, you must reply to the message board with a higher bid of at least the minimum bid requirement within 24 hours. The time limit rules will be the same as the auction draft. All free agents signed after the auction draft and rookie draft will receive one year contracts.[/SIZE]

[SIZE=12pt]The trading deadline for the season will be the kickoff of the first games on Sunday of week 11. Trading will reopen on April 1st once I determine the franchise tag values. Trades must be posted and agreed to by both parties within 24 hours of initial post. The post must be made on the MFL message board with the players’ names, position, current contract, specific draft picks and other conditions. The poster of the trade is assumed to already of agreed to the trade by posting it. If all parties included in the trade do not agree within 24 hours, the trade will be deleted and need to be redone.[/SIZE]

[SIZE=12pt]b. [/SIZE][SIZE=12pt]Eligible Parts[/SIZE]

[SIZE=12pt]The eligible parts of a trade are players (includes Head Coaches), draft picks (up to two years in advance), and cap space (up to two years in advance). Players cannot be traded once they have started their weekly game until the final game of the week is complete.[/SIZE]

[SIZE=12pt]There will be no “borrowing” or ‘trade-back” trades. No loaning a player to someone for one week on a trade and then trading back the next week for the same players. This is shady to me and is an unrealistic practice by a professional organization. As the commissioner, I am a firm believer that teams do not need a governing force on trades. There will be no veto process, but I will watch all trades and if I feel there is evidence of collusion you could be booted from the league following a league vote.[/SIZE]
