I havent been to Vegas in like 12 years, and might be going in May.
I was wondering in they ALL do, or if any dont.
I want the cheapest place to stay for two nights that I can find (will be by myself), ideally the closer to MGM the better

Excalibur definitely does (edited: I see you weren't necessarily saying Excalibur didn't charge resort fees. Excalibur is definitely cheap... I would recommend spending a bit more and staying somewhere like Horseshoe, Planet Hollywood, NYNY, or even Luxor. Excalibur is about the bottom of the barrel unless you count Circus Circus as part of the strip). If you want to stay on the strip you're going to pay resort fees (save Casino Royale/Best Western, but don't stay there). Just bake them in and don't think of them as the seemingly ripoff charges that they are. Even with resort fees, hotels there are a great value.
Also remember that you'll pay something like 15% on the room and %15 on resort fees for tax.
